The learning-simulation models
a borough with 20 neighbourhoods. Each of the neighbourhoods has
different problems. To the south deprivation is a real problem, housing
is poor and crime is high.
The town centre has its own
problems of crime and anti-social behaviour while in the north
housing demand is outstripping supply.

The main menu is dynamic
and changes in accordance with the player’s actions. Immediate
feedback is given, not only through the main menu but also through
numerical overall scores and report screens, with GIS type maps and
graphs displaying data.
