The Need

The initial pilot programme is being rolled out in the North West. Our initial feasibility study considered the Regional Waste Management strategy survey which stated “Leadership at political, executive and technical officer levels has been a very important factor in developing effective partnerships in waste management.

A strong leadership role is required and Council Leaders and Chief Executives need to be deeply engaged. This leadership role has to be exercised at political, executive and technical officer levels.”

And “ Best practice is exemplified by:
  A high political profile waste management strategy
  Waste strategy is seen as non-political
  Recognition of the need for long term planning.
  The political will to commit resources.”

"Relevance to WCAs, WDAs and Industry"

The most important target audience (identified by the feasibility study) are local politicians, many of whom do not fully understand or appreciate the waste issues that are facing them over the next 15 years.

Additionally, in order for the UK to effectively tackle the waste issues it faces, a wide group of essential stakeholders have been identified. These are the decision makers in Local Authorities (Director Level Officers, Leader of Council, Cabinet Members, Portfolio holder Members and Officers from relevant departments), NGOs, businesses (Waste Industry Representatives and wider business community) and the community.
