it is important that waste considerations are an integral part of the planning
process, from strategic plans to individual development control decisions.
If planning departments had a good understanding of the strategic importance
of
waste and how it fits into the wider agenda then many blocks to progress could
be lifted. For example,
planners could ensure that waste recycling is integrated
into the design of new high rise buildings, thereby reducing some of the problems.
Additionally, many waste management proposals e.g. waste processing sites find
it difficult to get planning permission, even though they are needed locally.

It has been identified that leadership and commitment at the top
of Local authorities is essential for the successful implementation of a Waste
Strategy. It is hoped that awareness and understanding of the issues will lead
to making the difficult political decisions that are needed.
All waste decisions are difficult
but
the
worst decision is no decision and that is too often the reality.One of the problems
is that it is difficult to get council members interested in waste so new ways
of engaging this group are required.
