Planit-Shared (working together for collaborative gain...)
Planit-Shared learning simulation models two local authorities. Teams play services,
corporate, stakeholders (unions and citizens) and external partners. Improvement
needs to be achieved while dealing with a financial medium term gap - more with less.
The two authorities can look at shared services, but they will need to consider human
resource issues. Planit-Shared can be used in local council member and officer training,
strategic planning & implementation, and assessing shared services.
Objectives:
- To develop a ‘whole area’ approach to service improvement.
- To enable member and officers to work together and respond constructively to funding
gaps with well thought out solutions.
- To ensure the right questions are asked, taking into account wider people issues,
when moving to shared service delivery models.
- To ensure organisational design issues are properly anticipated and addressed in
the development stages of shared services.
- To provide strategic HR/OD advice and guidance to inform decision making at a senior
level within Local Authorities.
Applications/Outcomes:
- Awareness raising around shared services (for members, officers and partners).
- Examining options for service improvement (with one local authority).
- Exploring options for service improvement (with two or more local authorities/and/or
partners).
- Responding to pressures e.g. Medium term gap
