Govern-IT for Cheshire County Council

The Need

“[Local Authorities] have a key role in leading their communities as well as ensuring the delivery of high quality services to them. Good governance enables an authority to pursue its vision effectively as well as underpinning that vision with mechanisms for control and management of risk… Significant governance failings attract immense attention … and one significant failing can taint a whole sector.” Good Governance In Local Government: A Framework, CIPFA And SOLACE

pixelfountain in partnership with Cheshire County Council developed a learning simulation (Govern-IT) that models a local authority. Govern-IT is embedded with governance issues and will be used in a series of workshops that will improve understanding and develop capacity.

The Solution

Using an interactive model within workshops is a proven yet innovative learning approach that allows delegates to experience issues and work together to solve problems within the virtual model. All aspects of governance are explained using a range of non-computer activities as well as the learning simulation itself.

Delegates experience a virtual world where they have to negotiate, work together and think strategically. Delegates realise how decisions they make will affect the whole organisation and wider community.

Local Authority Member Induction / Training

Allerdale Borough Council and Copeland Borough Council commissioned us to deliver a member induction programme to run immediately after the elections in May 2007. The programme anchored around our Govern-IT Learning Simulation and involved visioning and action planning.

Key Objectives & Messages

Understanding the new governance framework.

Governance is not just rules and regulations… it is about good decision-making.

Good / Informed decision-making requires 2-way communication.

Risk management is not about risk aversion.

Considering the impact across the whole community / organisation is the key to good governance.
